Limited fps to be less exhausting for the GPU (turns out all it took was a single checkbox)

Testing on my better PC, with an RTX 2070,  the use went down from 99% to 20~30% (this time tested without UE5 running on the background), however on my old laptop, with a 960M, the use went up from 40~50% to 60~70%... 

Not sure how to explain that, but I guess at least for higher end GPUs it is an improvement. May not be a perfect fix, but certainly a visible one.
